The Ministry of Justice Investigation Bureau Successfully Extradites Notorious Drug Kingpin Huang Cheng-Cheng from Thailand to Taiwan

The Ministry of Justice Investigation Bureau (MJIB) has achieved another milestone in pursuing fugitives abroad! Huang Cheng-Cheng(黃正成), once named by the media as  one of Taiwan's “Top 10 Most Wanted Criminals", was successfully extradited from Bangkok, Thailand to Taiwan on January 8, 2025, following close cooperation between MJIB and Thai law enforcement agencies.

In 2007, the Maritime Affairs Field Division of MJIB intercepted a shipment of "wooden furniture" imported from Thailand, which was used to smuggle 24.18 kilograms of heroin, a Category I narcotic. Huang was suspected of violating the Narcotics Hazard Prevention Act, and the case was referred to the Taiwan Keelung District Prosecutors Office for investigation. However, as Huang fled to Thailand and remained there, the Keelung District Prosecutors Office issued a warrant for him on December 7, 2007.

In a joint operation between MJIB and Thai law enforcement agencies, Huang was apprehended in Chiang Rai, Thailand, in January 2009. The Thai court sentenced him to 50 years in prison for drug exportation. Due to a royal pardon, he was released early on November 15, 2024. Through coordination between the MJIB Legal Attaché in Thailand and the Thai Immigration Bureau, Huang was successfully escorted and boarded a China Airlines flight, arriving at Taoyuan International Airport on the afternoon of January 8, 2025.

Upon arrival, the Maritime Affairs Investigation Office’s special agent arrested and transferred him to the Keelung District Prosecutors Office for further legal proceedings. This successful Custodial transfer highlights MJIB's commitment to tracking down international fugitives and combating transnational crime.
