Cooperation between Taiwanese and Canadian law-enforcement agencies brought quick results! The Ministry of Justice Investigation Bureau (MJIB), National Immigration Agency, Canada Border Services Agency (CBSA), Taipei Economic and Cultural Office in Canada, and Taipei Economic and Cultural Office, Toronto worked together successfully to repatriate fugitive criminals Huang 〇 Hsiung and Huang Lin 〇 Chen from Canada to Taiwan on May 2. The couple was taken into custody by MJIB officers for further interrogation in the early morning of May 3.

Huang 〇 Hsiung, the registered person in charge of Ab Initio Medicina, a cosmetic surgery clinic, as well as Huang 〇 Chien, the actual person in charge of the clinic, and Su 〇 Tuan, the person in charge of Ab Initio Medicina Biotech Co., Ltd., are suspected of using their identities as doctors and an internet celebrity blogger for their marketing activities in 2018 to illegally defraud nearly NT$200 million from a large number of victims. The case was investigated by the MJIB’s Taipei City Field Division. On January 8, 2019, the Taipei District Prosecutor’s Office issued an arrest warrant for Huang 〇 Hsiung and three other suspects after they left Taiwan and did not return, and after the agency’s summons and arrest attempts were unsuccessful. Huang 〇 Hsiung’s wife, Huang Lin 〇 Chen, was placed on the wanted list by the Shilin District Prosecutor’s Office on October 28, 2019 for her involvement in another case.

The case was prosecuted by the MJIB’s legal attaché in Canada and coordinated by the Taipei Economic and Cultural Office in Canada, Taipei Economic and Cultural Office, Toronto, and the immigration attaché of the National Immigration Agency, who cooperated with the CBSA. On May 2, CBSA officials escorted Huang 〇 Hsiung and Huang Lin 〇 Chen back to Taiwan from Toronto. The flight arrived at Taoyuan International Airport in the early morning of May 3. The couple was detained by the MJIB’s Taipei City Field Division and taken to the Taipei District Prosecutor’s Office and Shilin District Prosecutor’s Office, respectively, for further interrogation. The successful prosecution of the case demonstrates the MJIB’s determination to hunt down fugitives and crack down on illegal activities.
