In October 2018, the Investigation Bureau investigated two false messages that were intended to jeopardize the “nine-in-one” election. Former Deputy Chief Liu of the Kaohsiung Police Bureau Sanmin Second Precinct was involved in posting forged sanction letters with Tsai Ing-Wen’s name to specific chat group on Line with the intent to influence voters. Another man surnamed Zhu was involved in posting images on the “Han Kuo-yu fan group” on Facebook that threatened 7 legislators, including Hsu Chia-ching, Deputy Secretary-General of DPP, and Chao Tien-lin. These two cases were transferred to the Kaohsiung District Prosecutors Office for reference and processing.

<p>&nbsp; In October 2018, the Investigation Bureau investigated two false messages that were intended to jeopardize the &ldquo;nine-in-one&rdquo; election. These two cases were transferred to the Kaohsiung District Prosecutors Office for reference and processing.<br /> &nbsp; MJIB revealed that the former Deputy Chief Liu of the Kaohsiung Police Bureau Sanmin Second Precinct reposted a forged sanction letter in the name of Tsai Ing-Wen, chairman of DPP, and Hung Yao-fu, Secretary-General of DPP, on a Line chat group called &ldquo;YunX Fellowship Club&rdquo; (approx. 263 members) with the intent to influence voters in October 2018. The contents are summarized below: &ldquo;...and ask the party members and supporters to avoid KMT Kaohsiung City mayor candidate, Han Kuo-yu, to run for President after the election, which will affect President Tsai continues in offices election. Therefore, Han Kuo-yu should be elected as mayor...&rdquo; On January 2, 2019, Liu was summoned to make a statement. He stated that he found it interesting and reposted it, but unable to explain the source.<br /> &nbsp; Another investigation revealed that during October 2018, due to Zhu&rsquo;s (unemployed) dissatisfaction with election statements made by 7 legislators, including Hsu Chia-ching, Deputy Secretary-General of the DPP, and Chao Tien-lin, he posted images on the &ldquo;Han Kuo-yu fan group&rdquo; on Facebook with his own account. Images of above-mentioned individuals were captioned with text such as &ldquo;gas chamber&rdquo;, &ldquo;harakiri&rdquo;, &ldquo;electric chair&rdquo;, etc. On January 15, 2019, Zhu was summoned to make a statement and confessed to the act.<br /> &nbsp; The false information chaos affected Taiwan&rsquo;s politic and economic situation and people&rsquo;s livelihood significantly. The Bureau established the &ldquo;Impacts of false information on the national security election processing team&rdquo; on December 26, 2018, to integrate resources from investigation units and prevent the interference of false information in national security and election. MJIB appeals to the people not to violate the law. In addition, people may refer to the &ldquo;Content Farm&rdquo; and &ldquo;False Information&rdquo; promotional videos produced by MJIB check for abnormalities (such as hyperlinks, format, and date), and reference other news to crosscheck the authenticity of the content. If the false information has been found to offend the Presidential and Vice Presidential Election and Public Officials Election and Recall Act, or involve in sedition, treason, inciting another to commit an offense, jack up price, or intimidation under the Criminal Code, or Law on the Control of Communicable Diseases, or commit or fabricate military rumors under the Armed Forces Criminal Act, or Organized Crime Prevention Act that affects national security and hinders social stability, please report to MJIB immediately.
